Technical guidelines of the National Climate Change Registry in Ecuador

The Ministry of Environment, Water, and Ecological Transition (MAATE) issued the Technical Standard for the National Climate Change Registry (NT-RNCC) through Ministerial Agreement MAATE-MAATE-2025-0051-A, published in Official Register Supplement No. 105 on August 19, 2025. This standard establishes the technical, institutional, and operational guidelines for the implementation of the National Climate Change Registry (Registro Nacional de Cambio Climático - RNCC).

 

The RNCC is configured as a virtual platform integrated into the Environmental Information System, designed to compile, manage, and report climate information and information related to climate change management. Its main objective is to facilitate compliance with the Enhanced Transparency Framework (ETF) of the Paris Agreement by consolidating data on greenhouse gas (GHG) emissions, mitigation and adaptation actions, loss and damage, and means of implementation.

 

The technical standard establishes that the RNCC consists of two main tools: the National Measurement, Reporting, and Verification System (MRV System) and the Climate Change Information Repository. The MRV System includes specific components for mitigation, adaptation, loss and damage, and means of implementation, each with detailed subcomponents that allow for technical monitoring of current climate policies.

 

The National Climate Transparency Authority, represented by MAATE, is responsible for administering the RNCC, coordinating with information providers, and preparing the national reports required by the United Nations Framework Convention on Climate Change. Its responsibilities include the periodic publication of the Inventory of Data Required by the RNCC and the Methodological Guide for its implementation.

 

The standard identifies public, private, academic and financial entities, civil society organizations, and international cooperation organizations that generate data relevant to climate management as information providers. These entities must comply with quality criteria such as transparency, traceability, accuracy, consistency, and timeliness, in addition to incorporating gender, intercultural, and intergenerational approaches into the information reported.   

 

The RNCC also provides for the National Carbon Offset Register, which manages the Carbon-Equivalent Units generated by mitigation initiatives, within the framework of the National GHG Emissions Offset Scheme. Market and non-market mechanisms are also included under Article 6 of the Paris Agreement.

 

Lastly, the transition provisions establish deadlines for the progressive implementation of the system:

 

  • Within three months, the Undersecretary of Climate Change must publish the Inventory of Data Required by the RNCC and Information Providers.
  • Within three months, a Methodological Guide for the implementation of the NT-RNCC will be published.
  • In six months, the RNCC Web Portal linked to the Environmental Information System will be launched and made available to the public.
